I am not certified, although I have had to perform CPR before (and everything was fine) I have been babysitting since I was 13 years old, and I have baby sat many ages from toddlers to kids only a few years younger than me. I am comfortable with pets, and have no problem enforcing rules. I can cook and don't mind cleaning up the house if the kids make a mess, or making dinner. I usually leave the hourly rate up to the parents as long as I am making at least minimum wage, unless I need to bring them places often (such as swimming lessons) then I may ask for a higher hourly rate.
