Mother in law living with us, not ready for assisted living but needs more care than we can provide due to jobs

Fran is becoming more forgetful and unstable in her mobility. While she can typically walk from one room to another, she easily gets winded and often forgets her oxygen which is required. She has a walker but will walk past it, forgetting to use it. We have provided in home care for about 4 months after a fall in late 2025. Unfortunately, the constant reminders to do things that are in her best interests are becoming a frustration for Fran, and it is straining her relationship with family. We like having her in our home to help care for her and wish to keep her with us as long as her health will allow. She is unreceptive to going into a facility, and we agree she's not ready for that at this time. She lived in South Dakota her whole life but there is no family there who can care for her, so we are exploring the options for her to permanently move into our home in Fort Collins, CO. The basement level has been finished like it's her own little apartment so she has a bedroom living room, bathroom, and the bar area is a mini-kitchen without the range/stovetop. We need to install a gate to prevent her from going up the stairs without assistance, as she either 1)wants to show she is independent and can still do it or 2)doesn't remember that she gets winded and is prone to fall when someone isn't there to help her on stairs. She does not need transportation at this time, unless she decides she wants to participate in activities at ElderHaus in Fort Collins. She needs assistance with showering at least once a week, and ensuring she eats breakfast and lunch to keep her mentally clear. We will administer her daily prescriptions.
